What exactly is not working?
Purchased two Player's Choice XL:Money in the Bank Edition Mega Pack and did not receive it. It charged my card but I did not receive item from Portal.

You will need to reach out to in game support, It will help expedite the process by including your purchase receipts in your ticket.

That is the problem. I did not receive a receipt. Just that my card was charged for the amount.

You should of received a receipt on the payment account email, However still open a ticket and they can further investigate.

I checked and no email. But my credit card was charged as I checked my bank statement. Where do I open a ticket?

When I sign in to www.wwechampions.com, I do not have access to a large portion of the special offers screen. It only allows me to purchase rubies or game cash and none of the other items, as shown in the screenshot. When I am signed out, it shows everything and when you to try to purchase items or accept free items, it asks you to sign in, but then again, it's gone.
