I saw this guy in showdown. He attacked me twice in the row and I was unable to attack back. Definitely hacking

Based on yoru description it sounds like he revenged you which wouldn't allow you to attack him back.

This is 100% incorrect. If he attacked him twice and he is attacking then his shield will go down and allow back to back attacks.

yes and my first post addressed that. He can get hit by a revenge and he won't be able to attack them back. This is how its been since showdown went live. There is nothing unusual about this at all. It's not a hacker or related to hacking in any way. Hacking wouldn't even work that way.
