Shinsuke nakamura training ability not working

Shinsuke nakamura’s training ability is not having any effect in game. I have tried this with both The new Sasha banks and striker Orton. “Each attack” is also subject to interpretation. Does this mean per turn? Per gem swipe? Per move performed? In all three circumstances the strength of power gems stays the same.
