Tag counter not working correctly for opponents?

I've noticed in showdown and tag matches that the tag counter seems to not work correctly.

Match starts everyone is at 3.

My turn: I make my move and my counter goes to 2.

Opponent's turn: They make their move and their counter goes to 2.

My turn: I make my move and my counter goes to 1.

Opponent's turn: Counter goes to 1, opponent makes move, and their counter goes to 0.

My turn: I make my move and my counter goes to 0.

Opponent's turn: Counter should still be at 1 until they make their move.
