Dead Field on Screen

There is a dead field across the playing area, that is not interactable even during game play of that part of the screen.

Does this occur even when adjusting your window size? Hold control and scroll your mouse wheel to edit screen size.

It does work if i widen the screen until it adds the faction chat to the left of the normal area of the screen shot and when i put it back to where i first had it, it comes back and won't let me do anything in that area again.
