"Restore progress loop"cant log in since last month

I get stuck in a constant loop "Continue with Play Games? Unlinked progress will be lost." I have said yes I have said no I have pressed the X on thr top to close it and I have Uninstaller and reinstalled, clear cache, cleared data, and nothing seems to be working the game just restarts from the beginning asking me the same thing.
