Powerhouse Triple H Superstar Guide Finisher bug??

So I'm not sure if this is actually a bug or just a really weird way to scale him? I was curious since I only have a single PH at 4sb I wanted to look into triple H. And his bundle for the 3SG poster is on sale right now.

I went into his superstar guide and checked out the difference between him at 3sg and then at 4sb.

These are the listings for his "Cutter" finisher that I saw. Both at max move level, and the max level for the superstar rarity.

AT 3SG: "Deal 3983 Damage, Destroy a Random 4 x 3 Area and PIN the opponent!"

AT 4SB: "Deal 38336 Damage, Destroy a Random 3 x 3 Area and PIN the opponent!"

..Is..is this right? That's a huge damage difference, and then the destroy area down-scales at 4SB??
