Will Juggernaut gems trigger skill plates?

Will Gunthers Juggs trigger Uso Cap?

I tried testing it a few months ago, but thought it didn't work, as the icon of the cap didn't show up. I didn't think to look at the damage of the green gems.

from what i recall they don't trigger skill plates.

Confirmed...

This combination does not proc the Uso Cap skill plate....
