Am I missing something on the horde loot?

I just noticed on the horde loot pull that if you do the 10x pull you are guaranteed the lowest rarity pull. Correct me if I am wrong but isn't the guaranteed pull normally at least 1 tier above the lowest rarity? For example, when you have a guaranteed rare pull, there is normally common and uncommon below it.

Hello, Thanks for the report, While typically guaranteed loot pulls do normally include higher rarity tiers in its guarantees bottom floor, It isn't always guarantee as some pull level can receive a boost while others do not. I will check with the team to see what the correct implementation is for The Horde Loot.
