While not meaningless, it shouldn’t be the sole resource you use when determining who to level. It’s a mix of rarity and power, S-Tier are almost automatically labeled this way when they are a chase or a pay to acquire superstar due to rarity, but this doesn’t mean every S tier superstar is better than an A tier for example.
