Cant use winter of wonder keys

I currently have 73044 keys but cant use them anywhere. I am league 8 so do I have to be a higher league for the briefcase to appear or sth?

You have to be league 7 or 8, I don't recall which, at the start of the contest it won't appear if you reach the league durign the event
