Until WWE request characters to be removed they don't need to, if it comes to a point where they request he is not made available anymore then he will be removed from there too.

Scopely can easily replace him with someone most of us don't have. The community at large is rather tired of pulling Dream. Shouldn't be a matter of waiting till WWE says yank him, but rather of listening to the community player base.
