it's already done:

• Trickster shawn was given free to everyone on release on the portal and can now be earned for free from the showdown store
• Showboat Shawn is in free key pulls all the time and super common
• Striker Shawn is part of the free weekly chest so people can get him over time and recent event gave free shards for him.

Not free:

• Tech Shawn comes with the VIP subscription
• Acro Shawn is part of the feud reward chest (technically free if lucky) or pulls

Acro shawn is in the free weekly chest? this is news to me, per my recollection, Striker Shawn (or rather, shards of him) is in the free weekly login chest and Acro shawn is in the Premium Feud shard chests that are available fortnightly (if youre in a top 50 or so faction, that is)
