What league is Gear Loot supposed to pop in Store?

Hello,

I'm league 10, and have been reading that there is supposed to be a gear loot portion in the store.

Is this unlocked at a certain league? I can not find information on this function anywhere. My faction mates have said they've had it since day one. I'm confused why I dont have access.

Can anyone provide a solution? Is it league based? level based? something wrong with the game?

I strictly play via the portal if that makes a difference.
