Yes, there was one available in one of the subsequent events. It was for a ruthless aggression era tech, not specific to cena.

Cena isn't a modern era technician, he's ruthless aggression. There was one available through an event last week, but I don't know if anyone maxed that event. They can sometimes appear in expeditions, but you won't get a legendary strap from there.

Hopefully there will be some other ways to get these kinds of straps. I know lots of era/class combinations that have never had a strap released.
