Starting MP in this week Blitz

Keith Lee: green move starting in Blitz with 7/8, I need an explanation on how this is possible with this set up =>

1mp from start + 2mp from Breeze + 4mp from Steele + 2mp from blitz perks = 9mp turn 1

This mean the perks aren't working??
