Why does Stagger Lee keep closing threads after he replies?

Twice now that has happened, when I'm in discussions with DKMangler4 he replies and closes the thread.

I don't want to hear from him as he is not answering the question being asked.

I want to be provided with a link to the Rules around the spirit of the contest, why can't you provide that? Does it not exist and he's making it up because he's not a Dev and he doesn't actually know what he's talking about?
