how to get the stairs to the perks of the faction feuds?

hi there is been a couple of months since i've seen the stairs on the shop (the one you can claim for free) how am i able to get them?

@darknight1125 you need to unlock the specific slot for the what a year boost perk to equip it this time. The ladder to level it up is no longer free to claim. Its in ladder packs in the store Thanks Champ

the first level (the one that used to be free) dont require a stair to unlock anymore so you can still get it free just dont need to claim anything for it, it appears as a equipable perk just before feud
