Convert excess shards to universal TP

When you do pulls for characters, the excess shards received beyond the point of recruitment (or fuse if it is an option) should be converted to universal TP.

This would soften the blow of pulling the same shards for common characters over and over again in loot pulls. Having nearly 13,000 shards of a character is pointless if you have maxed the character.
