Superstars from older leagues

I think we should still be able to get superstars we missed out on from lower leagues , for example I’m league 13 and cannot get “king barret” because he was only obtainable from a lower league so now I’m a higher league I can’t obtain the weak superstars , seems unfair

And some of the weak guys from lower leagues are great trainers
