Can move charge skill plates make common wrestlers into top tier?

I've been theory crafting around what skill plates I've earned, but because of my resources and levels I won't be able to see the fruition of it until I level them up. Would it be worth giving common superstars a legendary belt and skill plate because they may recycle faster due to plates?
