Why weren't The Rock bags fixed?

When they were "broken" you could pull 2 items per bag. After the "fix" it was 1. It pervious contests before you could pull at least 10 shards per bag along with shards of one of the other superstars but now these bags only have other superstars in them and no Rock shards. If you werent gonna fix these bags you should have removed them completely and given out more than the 400 which now feels low
