Requirement for using MLC keys?

i have an alt account with 62k keys and theres no option in the loot menu for them. is there a league requirement for these?

  League 7 when the MLC begins.

  If you league up to 7 during the MLC, you can’t use them.

  Unless they changed it, that is incorrect?

  It used to be level 10 at the start of the MLC
