genuinely curious is there any way outside of doing the daily quest we can get league points? Seems backwards to cripple the progression of your player base with a lengthy time gated quest I'm at 5 and can't do events.

you'll be able to participate in events at 7. The time-gated tasks are to ensure your have time to work on your roster and build up resources to be competitive once you get to that level

That is correct you will receive League points daily to ensure development of the current game structure.
