Are C Tier characters rubbish?

Since they gave the game a tier system does that mean C tier characters are useless in game?

  Hi Steven,

  These tier designations are more based on rarity than in ring skill, With the right set ups and equipment all posters in the game can be found viable. Some posters have entourage value as well.
