Not happening, ever, as long as his family is in charge of his image. They don't want anything associated to WWE to promote and profit from him. Maybe future generations could have a shot if the rights for his images are managed by separate individuals/companies (like how Andre and Randy Savage are in the game currently).

no and we shouldn't be bugging or bullying Owens family like his wife and kids, if you seen Dark Side Of The Ring season 2 finale you would understand why they want nothing to do with WWE, not wrestling but the WWE they are the main reason Owen is not with us anymore, they used cheap experts and equipment that was never ment to hold a full grown human being and you all want his widow and kids to let the WWE exploit Owens likeness and such for a game and a Hall Of Fame that doesn't exist, i mean there's no hall or room for wrestlers in their supposed Hall Of Fame so please stop this shizz about Owen's widow not giving us what we want, it's what she and her and Owens kids want

I doubt it'll ever happen (as people above have spelled it out), but I agree that would be a fun character to have in game. Also mentioned above, and worth saying again, is go watch his Dark Side of the Ring episode. It's both shocking and saddening.
