Briefcase Loot - Level Requirements

I recently started playing the game again, old account deleted and now starting over. What level do we need to be at to open the briefcase loot? I just got to Level 7 and expected to access it then, but it's not showing yet. I have plenty of keys (I know the key pulls SUCK, but when starting over, everything helps).
