Capping talent allowed within factions.

As it has stood for years now there are a handful of established factions that aren't going to move ppl in and out. Capping total talent allowed within a faction might work in levelling the playing field. This would allow newer factions too have a shot at doing well

    I don't think that would really work unless they add some sort of league system for all the factions.
