what league i need to be to get the scott hall and syd

anyone know what league i have to be to get

the 3 star scott hall and sycho syd from milestones?

bc when i was lower league years ago (12,13,14, etc)

the 3 star characters in bonus werent avaible

so i asumed that i have to be in the highest league (now 18)

wich i am but i dont have them in milestones
