No Blitz equivalent this week?
Recently they have been alternating blitz with a tour that gives equivalent solo and faction points but there has been neither this week so far. So, is the tour still happening or does Scopely think they have already been way too generous with the points and shards this month that it does not warrant a tour this week?

The intent was to have the shards in contests and the events on the portal from spending and have the 3sb available to those who don't spend.

This is an interesting statement as it doesn't say buy Ricky in the blog, it says chase.
If you're gonna make it a paid card, just say buy Ricky here and save everyone the trouble of playing for no reason.

Oh sorry I guess you're not aware but you can obtain characters in the game through means other than shards. The chase character can be obtained through completing the solo contest which doesn't require you to spend anything. Letme know if you need other clarifications on gameplay.
