Honkey Tonk skill plate Question

I got this skill plate:

Attached it to this strap:

Now I am trying to figure out how this plate benefits H.O.F. Honkey Tonk Man in any way since he has no blue moves:

I’m confused & trying to understand how this would be good for him?

If it’s not, then WHY release it at the same time as the character, strap, & then name if after the character without providing any benefit to him?

Removing it uses rare resources only available once a month that requires a subscription (if I am understanding it correctly?)

I see how the aftershock plate benefits Earthquake just trying to wrap my head around this one.
