hi im new to the game, do all superstras can go up to 4* or only the ones that show you an option to fuse ?

Yes all go to 5 s, so Just enjoy, if you Would like an direction of WHO to work on go to the haven family there you fint an tier list of WHO fighter that is best

you can eventually evolve any characters up to 5sb but not using shards, each characters have a maximum rarity you can fuse them to with shards, some are 2s others 3s and other 4s

Hi is it reccomended only to focus on leveling tier 1 superstars ? i dont have any only tier 2, is it worth leveling them up all the way that i can or only what in necesry for my carnt position ?

Each player is different. If you're not focusing on maxing events and pulling for Tier 1 superstars work on the best you have to progress in the game
