Ok can someone please tell who they think the best wrestler against FANDANGO is???
I cannot for the life on me beat him in hell mode even with wrestlers 2k higher

Use a strong acrobat. With either multipliers or choose moves to destroy his protect gems. Alternatively you could check your roster and use someone that steals protects or a coach like MOTU Warrior that reduces protect gem benefits

a purple steal like syxx works well. but in terms of the best guy to use it would be dx army shawn michaels

If you're facing that in a tour, its most likely because they have strap/medal bonuses increasing gem damage
