Direct messaging is disabled on the forum which is why you are unable to do that. Also if you have any other questions feel free to ask in the general discussions category. Thanks champ

Because we have enabled the Private Messaging System only for Warnings and Bans, in other words, only the Board Team can send out PMs to clarify Forum situations.
As @DKMangler already wrote, you can use the @ function in your post to tag the players you want to share more info with. Just use your dedicated Faction thread for it.

So there’s no way for me to communicate with another faction or another person not in my faction to discuss mergers?

You can still tag them on the forum using the @ function. I.e. @Kingkey88388 but there is no DM function available outside of official messages from board team members
