How does the gear for Scott Hall "Outsider" make him a top tier character?

I have seen on tier lists that the gear for Scott Hall "Outsider" makes him top tier, and without it, he's tier 2 at best. When I have asked about this, the answer I get is that the gear means you don't need a destroy black gems trainer, so "something else" could be put there in place of it. I have no idea what the "something else" could be, any alternate trainers I've tried don't really seem to make that much difference in the way the character performs. Any ideas from the community?

    You could still use Balor Club together with Woods. If there is enough black on the board, that would be massive. But instead you could also use Wyatt as black mp trainer. Or you use a trainer to strengthen your submission move.

    its also possible to switch to black, purple, purple i guess and use Woods and Sgt. Slaughter as trainers. the gear gives you a lot of variety after all.

    Tier lists are all community generated with input from different players as well. Just because someone says a superstar is top tier doesn't necessarily make that the case. Also vice versa with less than top tier superstars

    That's completely understood, and I understand opinions are subjective, but there was no reasoning given for the opinion, so I wanted to see if this community had a specific idea of what the reasoning was.

    Personally I think he's good. But I agree. I'm unsure how his gear makes him top tier

    what made him move down from tier 1 to tier 2 in havens list? Any Ideas?

    I made a forum post basically asking the same question when the forums opened and basically same answer. No body really knows and when it comes to the other trainer thats not balor/braun. It doesnt seem that overpowered. So I'm confused as well on how the gear makes him elite. He just destroys more blacks and gets in more pins? I understand more blacks destroyed means more damage but it's all very strange. Other characters on tier lists normally get a mention on what the gear does or what build its better for etc.


    Yes tiers are subjective but he is a very weird one. Would love a straight answer on why the gear makes him so good and what build I should test while using his gear. The only build I see that would benefit is the black purple purple with woods and sgt slaughter.

    Honestly there is a big divide on the subject. Several top players argue the build it benefits is a sub optimal build as it is and others have always used the move. Personally I use either 1 charge row break with double black or replace sub with black steal. Sometimes replace the purple with the sub and have the mp steal. Regardless I wouldn't place him as a top tier for any build. Zhhh, Orton, hbk, apa, nwo ted with boss plate, Mr. T with apa plate, volkoff with gear, breeze with hogan coach, sid, and maybe shamrock would all be ahead of him. These are at 5s volkoff gets normal health at 5 making him much better.

    Edit- the hof strikers are better too but I don't include since they're kind of unique.

    I just got NWO Ted DiBiase from the free chest last week, and have an NWO skip turn epic belt, so I think he's gonna be my go to striker when I can get him leveled up.

    He's great if you have a boss plate but with or without it he doesn't really need the extra turn belt. once he hits the purple move he will get an extra turn every turn. purple leads to purple+yellow which gives a wildcard and no pin bar movement leading to a free match. assuming no perks/fills/mp coaches that lets him do a match to use the extra turn which caused the yellow to refill then you repeat it. definitely want a double fury strap build on him. With boss plate it leads to 300-400k pretty much every turn at 4sg with bump at 5s obviously. If you manage to trigger a + break on the yellow move it's huge because the pin bar won't move and you blow up the board allowing for huge damage all in the same turn. If you have apa or vince you can combo them with woods to typically give you t1 use with perks/fill bonuses.

    Unfortunately, no Boss plate for me, I only have the Sid and Godfather plates available, and only the blast gem, and chaos plate in use, but it is good to know That the skip turn belt won't help that much. I may wait for a legendary belt of his class, or when he gets to 4 stars, take my NWO bleed immunity legend strap off Red Nash, who I don't use as much, and hope I get a boss plate sometime.
