Scott Hall 'Outsider' with Gear best move set and trainers?

I see that the Haven tier list has Hall as T1 with gear was just wondering what that build looked like

  why he isn`t considered Top Tier without Gear?

  He does huge Damage with B1 B2 and P2 just within couple rounds.

  That same tier list you looked at for tiers also has a bunch of tabs including ones for all classes listing the specs of all characters
