Non active penalties

I think you should add some sort of roster and gaming penalty for non active players that would give them the incentive of becoming active.

    @wes444 This should be left to faction leaders. We would rather focus on how to get a person to want to play, rather than punitive measures for being offline a few days. Thanks Champ
