How to level up my superstars to level 4stars

Been playing the game for about 2 3 years when I first started it was fun and the player level up fast, how I've got 6 super stars that can't get to level 4 but have got loads of shards ?

    You don't use shards to get stars; you need to max out your level and your moves, then spend tokens to enhance or evolve.

    I know that but haven't been getting 4 stars items got a few but it random pick
