Goldberg required you to get shards in contests. The post your replying to is from 2021 too. Where you get things depends on the contest/event. Some are on the portal some are in game some are part of a contest that you can enter with a post in the appropriate thread.

You can collect the loot coins both in-game and on the portal for FREE and spend them when the loot officially launches. Good luck!
