Where are the Piper tokens?

Why aren't there any hof Piper evo tokens in the FF contest rewards?

Some of us are still trying to work on him.

I'm in a top 20 faction, I bought the $20 starter pack, and I don't even have enough to take him to 4ss!

I took Carmella to 4sg and have 1100 tokens leftover, so what's the deal with the past two months?

I voiced this as feedback to them during December as well noting quite a reduction of free evolve tokens where previously even without any starter packs, it was so easy to take any free MLC character 4SG. I personally feel since the last Zombie month, they've reduced the evolve tokens down as I was surprised when I could only take zJeff to 4SS even after buying the $20 starter pack.

If you notice the current MLC tours, only normal and hard tours give out evolve tokens. You don't get any for Hell mode.

So now it seems, they're making it harder and limiting the amount of evolve tokens you can acquire. It's almost as if you need to purchase $100 pack if you want a chance at getting your MLC free card to 4SG.
