Sending Faction Messages

When I try to send faction messages, it doesn't give me an option in chat. When I click in the chat box, no cursor and my keyboard doesn't come up. This is 2nd time this has happened in past couple months. Last time I couldn't request to be healed or heal Ss, but this time it's only chat. Help
